Issues and Tasks of Home Helper Service in Seoul Metropolitan Government to Support Child-Raising of Women with Disabilities

Abstract

|
This purpose of this study is to identify the characteristics of and service needs of women with disabilities in the Seoul Metropolitan Government’s Home Helper service for women with disabilities and to prepare policy improvement measures according to the main issues of the Seoul Metropolitan Government’s Home Helper service.
As a research method, a mixed research methodology was used. A total of 129 users of the Home Helper service for women with disabilities in Seoul were surveyed on the status of use and needs of the Home Helper service. Additionally, in-depth interviews with seven business workers and qualitative content analysis were conducted to find additional support measures. The following were derived as suggestions and implications based on the analysis results. First, expand service recipients for the Home Helper service. Second, expand service usage time and duration. Third, develop the ability to raise children of parents with disabilities and expand comprehensive support for services for children. Fourth, it is essential to establish and prepare a service support system for each child’s age group. Finally, expanding employee education and training is needed.
